    This would dilute the lower tiers too much. Where does a 19yo player who is trying to establish themselves as a first grade NRL player go? Reserve grade, U20s or Platinum League? There is no clear comp which is just below the NRL.

    Some clubs would consistently get more than that. Northern Pride's record home attendance is 4390. If you take the best players out of these clubs and put them into a NRL reserve grade it will reduce the quality and profile of the QLD Cup, which would inevitably reduce public interest.

    I think the running costs of a national reserve grade would be similar to QLD and NSW cups (similar cost per team).
