So according to the NRL play should have been stopped when the touch judge raised his flag, but it wasn't because nobody saw him raise it... including the video referee.

Yes elements have that attitude, however many would also be pissed if their players didn’t play the whistle and tackle shit of the merkin with the ball, then see what the ref does.
