There is a case for a second Auckland team. You base them in a South Auckland suburb like Addington, or Petone and call them the Southern Orcas.

my two cents:

Wests - in many ways like Souths pre Crowe/Court. Heaps of potential but need a backer and some decent management. Worth persevering with due to unrealised potential

Manly - they're screwed unless they undergo a massive rethink on brand, catchment, home ground etc. They should be Sydney's whole North Shore team and pushing their brand on CC but they are stuck in a 1970's stadium with a 1980's mentality. Only thing that has kept them relevant is decent teams, as a club they are on thin ice

Roosters - who knows? Last year they looked to have got their act together, this year they are back to pathetic crowds. They need to find a way to keep those 18k coming back every week

Penrith - Gould is their last great hope. People of Penrith arent interested in following them, ground needs a massive upgrade, yet it is a jnr stronghold of them game which will probably keep them safe

Sharks - They have found another life line to keep them afloat by selling off the family farm. The money they are getting will just keep them in touch but they will face the same issues as they have for 30 years, small catchment, poor ground, lack of corporate pulling power. As other clubs break through the $20mill revenue barrier the Sharks will still be struggling to pull $15-16mill.

Warriors are based where they are because it's easy to get to from the large catchment are in South/West Auckland.
Petone is in the Wellington region. We were looking at building a 12k boutique stadium here a while back but the NIMBY's held sway, so the only stadium we would have open to us would be the Cake Tin. Half full it looks awful with banks of yellow seats.......split games between 2 centres maybe even 3.
Orcas v Warriors would fill any stadium in NZ BTW......
