Toulouse seem to be caught between being an Elite standard team and a SL standard team, both on and off the field. I hope between now and 2015 they can keep improving and not slide back to being an 'average' Elite team...

best way for French RL to develop will be to have Toulouse in SL as early as 2014. Focusing on getting LER clubs in places such Lyon and Paris if possible and growing existing teams in Montpellier, Avignon and getting more matches on TV it is slow but we will see a professional comp in my lifetime.

Forget Paris. The south is where it's at.

Also, 14 clubs have just been awarded SL licenses until the end of 2014, so unless one goes bust during that period, Toulouse cannot possibly enter any earlier than 2015...
