Good question, I use Google chrome or motzilla but I do have IE (don't know what version) and it translates.

Download http://www.google.com/toolbar/ie/install.html for IE and it will have translation options in it.

When you go to a non English site, it should come up at the top, "do you want to translate into English?".

When this comes up, there should be a box in the right corner that says "always translate to English"? Tick that and you'll be set.

If that doesn't work, get Google chrome.
