I haven't overclocked anything but my processor and that was for FPS and to keep up with my GTX1080ti
I don't know what you are saying, but from my google it said that it wasn't running at the fastest factory speed of 3000 so I needed to switch something in ms bios and I did that and got a better result on the test.
If you have ram over 2133 you have to enable extreme memory profile or the ram will run at a default 2133

My pc graphics card aside is 3 years old running the 6 core i7 with the 3.3ghz processor at 4.5ghz , it is a K chip so easy to clock, also an x99 chipset

No I've hung up CS since 1.3 gun game had a substantial decline
If I'm playing a 5v5 shooter it'd be a hero shooter otherwise I'm just not interested
1.3 was fun with the larger servers but again boring now

The base would be a gtx 1060 6gb which start at $399
Or a rx580 8gb which is similar in performance to a 1060 starts at $449
A gtx 1070 which is a fair jump performance wise starts at $599
A gtx 1070 ti is the next rung up and starts at $641
Then it depends on what you want to play at what resolution and what refresh rate monitor you want.
So if you are a person into first person shooter games , they typically want a monitor with a high refresh rate, generally at 1080p resolution and 144hz, the high refresh rate means targeting and shooting are marginally quicker because the screen is refreshing a lot quicker.
Flight sims, driving games it doesn’t matter so much, 1080p 60hz refresh rate is fine , something like a 1060 or rx580 handles it fine on high detail. If you want to run them on a wide screen monitor at 1440p or multiple monitors then you need a gtx1070 minimum.
If you are into the FPS games and opt to go a 144hz monitor then the rx580 is a reasonable choice as 144hz monitors that support AMD FreeSync are less expensive than one that supports Nvidias gsync
If you just want to watch porn the gpu you already have is fine
