This is why it should be an independent inquiry. Not another farce run by the NRL to cover up their cheating mates.
It's like state government.Polites for example is so thick with his NRL cronies they wouldn't dare even mentioning having a look at the Roosters books.

If the NRL comes down on TPA's the smart clubs will find another way to circumvent the rules.
Ok, then have all players contracted to the NRL and let Clubs rent the players on a 3 year deal from the NRL. No matter which Club the player chooses to play for the NRL will set his price/rent. Each club to have a rental cap. Only to apply to reserve grade and first grade players.

NRL to devise a scale of rent reflecting the players worth. In this way:
A player like Tedesco would be offered to the market at say 900k, Dugan at say 600k, Packer at say 600k. The player gets to choose a club who is will to pay the applicable rent over the next 3 years.
