Most if not all grade 1 charges should carry no points penalties but just be a fine. Its not really a big deal if a player like maloney doesnt get suspended. It would be much worse if a player gets rubbed out of a grand final on a nothing charge.

The loading on a grade 1 shoulder charge is stupid high

As fans we should want to see players spending more time on the field rather than hoping opposition players get suspended out of petty revenge.

As for the inconsistencies, I'd rather see a lot come down rather than bringing grade 1s up. Frizell, Wade Graham, other ref touches should never have missed a game.
Ditch carry-over points, simplify grading and prior-loading, add fines for grade 1s.

I suggest doing away with the points system, loading, all that together with and come up with something simpler.

First I'd group them into two tiers, with Tier A being the more serious offences:
Tier A - Kicking, Striking, Dropping Knees, Dangerous Throw, Shoulder Charge
Tier B - High Tackle, Tripping, Contrary Conduct, Dangerous Contact

I'd then group everything into 4 gradings - Minor, Careless, Reckless and Intentional.

Charges would be as follows:

Grade 1 - Minor
Only valid for Tier B offences.
$5,000 fine for first offence, 1 week suspension for each additional offence.
Number of offences restarts for finals series.

Grade 2 - Careless
1 week for Tier B offence
2 weeks for Tier A offence

Grade 3 - Reckless
3 weeks for Tier B offence
4 weeks for Tier A offence

Grade 4 - Intentional
Referred straight to judiciary, 5 weeks minimum for any offence

Repeat offenders:
If you are charged more than once in a year for anything Grade 2 or above, you add one week to the suspension times above.

Obviously far more thought/tweaking would be required but I'd prefer that to the current mess.

Very hard to prove "intent" or that the player was intentionally trying to hit the other player high.

It's a kangaroo court. They can prove or disprove whatever they want.

They got Travis Burns on an intentional high tackle, he got 12 weeks although IIRC there was another charge from the same game. It spelt the end of his NRL career.

That was the most ridiculous charge I ever seen at the judiciary.

It was against us. The refs had completely lost control of the game and there were multiple flare ups and fights during the 2nd half which went unpenalised. One of our props had just fought with burns over a high tackle by Burns, and both should have been binned. Instead the refs leave them both on the field, he took a hit up off the tap and charges straight at Burns, who basically just jumped up trying to put a hit on and clobbered him in the head then was promptly sent off.

had they been rightfully binned for the fight it doesn't happen

There were no charges from matches on Thursday, Saturday, or from Sunday's match between Newcastle and South Sydney.

Don't worry , it's just a coincedence that players from a certain club either don't get charged or are punished more leniently , that's Todd's world for you

Bulldogs get away with shit yet again. No surprise at all.

They will probably get all the calls next week to insure they aren't eliminated week 1. One of the blokes who should have been suspended will probably injure someone for good measure.

Good that a classy player like Graham would try to kick a player in the face and miss. Nothing to see here folks.

And they can't charge Ennis when Klemmer did the same thing. Then again, Klemmer also threw a bottle and it's all good... Wait a second.

Consistency. Awesome.
