England in 07 springs to mind.

Yeah they were bad in an atrociously bad World Cup, but they still had to beat teams of note (Australia/France) to get there and their only loss was against South Africa (although it ended up happening twice)

France got smashed by NZ, beaten by Tonga, only making the quarters due to a Canada win over Tonga earlier, putting in their only decent performance against a mediocre England before being handed the Semi despite being dominated by 14 men.

No team has ever won the tournament after losing a game, France are in the final and have already lost two.

England were bad, France still worse imo.
