Will this ever translate into international success..

The equation is pretty simple:
France currently has, on a very quick glance through squad lists, about 22 players contracted to Super League clubs. The vast majority of these are at Catalans and most of those aren't even in the top 17.

To compete on an international level, to have any hope of even winning a single game against the Big 3, France needs minimum 50 players playing first grade every week. Currently a single injury or absence means they are playing park footballers in Test matches.

If international wins are the goal, the entire French operation needs to focus its attention on getting these u16s champions into professional squads.

I floated the idea in the Internationals thread of English clubs partnering with Elite clubs to sign these juniors, have a big say in their development but ease them in to a move across by starting them with their partner club in Elite and providing training programs, English lessons and short stints in England. Brexit may put the brakes on any idea like that though unfortunately.

With Promotion/Relegation Catalans may never be in the position where they can give youth a chance unfortunately, one of the flaws of the system but that is a whole 'nother argument.
