Considering the consequences of their actions, intentional or not, have the ARL(C) done more harm or good to international league over the last 30 years?
NB: Letting pacific islanders play in the NRL does not count as "doing". Establishing the Warriors may count, but I don't know how much input they had in this. Maybe just another case of letting them play in the NRL.
How much development have they funded? Development tours? Promotion?
Having the ARL/NRL broadcast around the world is no doubt their biggest contribution, but it is almost unintentional I would argue.
