I think people are overestimating how much impact this new rule will have tbh. How often do you actually recall seeing attacking players tackled in the air? It happens but its not every contest or even every game, teams will already defend those kicks(if they aren't landing in goal) by letting attackers catch it and land before tackling them, Mansour always does this already. Teams will refine and improve upon this as well as try to block kick chasers as much as possible.
Also to pull it off it still requires a pin point kick with a perfectly timed chase, these kicks are a big chance of giving up a 7 tackle set. So it is risk V reward with a fairly high degree of difficulty to pull it off.
