TBoon's idea has merit. Western Tigers. But if it doesn't happen, and it most likely won't, then Perth can be the 20th licence.
They were no more a failure than many of the current clubs are, they were a casualty of the SL war and sydney-centric management
They cost a fortune to run. Players had to be uprooted from their families. Establishing a junior base in Adelaide would be an astronomical challenge. Getting Perth's small junior base in line with Queensland and NSW will take time and money that the NRL does not have.
How many NEW fans would a Perth team generate vs how many NEW fans would a 3rd and 4th Brisbane team get?
The Western Force had around 10,000 or less loyal fans. Glory and Reds same story. My guess is the Pirates will most likely average between 9,000 and 12,000 if they're also rans like the Force and Reds, but could maybe get up to 15,000 if they have a golden run like the Storm.

NQ or GC, not Brissie = 157,000 ave in Brissie.

Non-Queensland team = 107,000 ave in Brissie.

So if Brissie 2, 3 and 4 are no better than NQ and GC they will still draw 50,000 more in Brissie than any team from the other states. Advertisers sure prefer to have 157,000 sets of eyeballs watching than 107,000.

In Sydney, the highest rating match was Round 12s Parramatta v South Sydney game which rated 259,000. 13.9 million people watched the NRL on Nine in Sydney in 2019 at an average of 197,000 per game. Matches involving Sydney teams rated an average of 198,000, while matches involving both sides from outside Sydney rated an average of 186,000.

Everything you said is wrong.

If you were to broadcast 2 Brissie teams into Sydney you would get a net gain of 38,000, at the very least, than if 2 non-Queensland teams were shown into Brissie.

Overall per game avg +65k Brisbane viewers -45k Sydney viewers for Friday games featuring Broncos. Net gain 20k for Broncos games on a Friday night.

Overall +50k avg Brisbane viewers -80k Sydneyviewers. Net loss 30k metro viewers for Broncos games on a Thursday

Here we go - can't be bothered to do research but still posts plenty of opinion.
In Sydney swans average 50k, midgets 30k, all afl games 29k. For comparison netball on Sunday does 30k.
All NRL games in Melbourne average under 20k.
This is why NRL want team in Brisbane & why Brisbane 3 will come before Perth
If GWS were drawing 30k 40 years ago then we’re in big trouble, lol.

Brissie took a bigger hit than Sydney after their 59-0 pummelling. That game drew above ave in Syd. Manly game vs Brissie drew ave in Syd. The only real drop off in Syd was for the Newy vs Brissie game. Maybe they don't like Newy?

We now know Brissie Donks has 135k hardcore fans who will watch when their team sucks, and an extra 40k to 50k who tune in when they are competitive.
