Maybe, but I sound significantly more like an evolutionary biologist who is about to have a discussion with a young earth creationist.

The NRL should counter back to the government - before we put in a PNG NRL team, give the NRL $20 million a year. We’ll send a scout from every NRL club to go to PNG every year. We’ll then use that money to sign a heap of players to central contracts with the NRL. We’ll then do a draft of this pool of PNG players, with clubs able to sign for these prospects each year outside of the existing salary cap on one to three year contracts. However, if a club wants to then want to continue with that player after that initial contract, they sign them up under the salary cap. At which point a new opens up in the draft pool for a new player.

Just give the 20 million to nrl club for 20 years

signing their juniors doesn’t do as much for the game in png as a team does plus the team will generate those juniors anyway

Any good juniors PNG develop, the Roosters or Bulldogs will swoop upon anyways

This would be before a team is set up. And I’d say if they can’t handle something this simple, then a team is out of the question.

If the goal is creating connections with PNG this is the way to do it before a team is made. Say these players are on $100k-ish a year. That’s 150 to 200 or so players each year. More than what a PNG club would be able to give experience to. Say 10 or so per NRL club. Each year. Over a decade maybe 1500 to 2000 PNG players go through the NRL system. Not all of them will make it. Those that do though can go back into the local rugby league system with that experience and capital.

It’d be a much better outcome for png. also subsidise memberships to nrl club of choice for any registered player in png. Give a couple of mill to pngrl to support club facilities and coaching.
A png club will struggle to keep any player it develops and no Australian or kiwI is signing for them.

An even better outcome would be to just invest every cent into local RL in PNG.

They don't need convoluted partnerships with the NRL and NRL clubs, and all those partnerships would do is make them reliant on the NRL in a similar way to how NZ RL is, which isn't a good outcome for anybody.

Improving the standard and quality of junior development and competition on the ground in PNG is the best outcome for everybody. There wouldn't be a ribbon for the pollies to cut though, so it won't happen.

I've said it before, but probably the best thing you could feasibly do for PNG RL would be to help them raise the standard of the Digicel Cup's broadcast to the point that their broadcasting rights are attractive in international markets (namely AUS and NZ).

It's basic give a man a fish stuff.

Plenty beats an NRL side if it's patently obvious that said NRL side isn't sustainable.

Considering what Australia and New Zealand pay for Super League rights I doubt the PNG comp will be much of a money spinner.
Sure it wouldn't be a money spinner by NRL standards, but by PNGRL standards it'd be a significant source of revenue, and it'd provide them with a sturdy platform to build from.
