Council do own the land. Although like with many other private facilities on council lands, the agreement on usage is fairly ironclad between all the parties. Neither council or Eels are breaking it without serious reparations.
The facility however is jointly owned by Parra Leagues, Hills Council, state and federal governments.
If I were to say any one party had the biggest say on the entire centre (land and buildings) being used for what purpose, it’d actually be the state government.
My source? From the mouth of the person who signed the agreement with Hills Council. What’s your source?

Council own it. End of story. Its a lease. Its a great facility, not sure why you have to lie or embellish. Its the same as Tigers facility at Concord.

So does PLC lease it from State Govt and Hardie's sponsors it and probably pays for the lease.
PNRL pay nominal fee (2/5ths of f**k all) to council for use of fields.
There’s no “lease” for centre. There are separate funding arrangements that either need to be expensed or repaid.

Council own it. End of story. It’s a lease. It’s a great facility, not sure why you have to lie or embellish. It’s the same as Tigers facility at Concord.
I wasn’t the one embellishing that council owned the building.
In fact I reckon if shit went down, whatever Hills Council received from selling/releasing land would evaporate into whatever we, Minns or federales extracted from breaking the partnership

Council DO own the building. The building is on Hills Council property. Parramatta have a license with Hills Council. At the end of the license the building will need to be removed or ownership reverts to Council. (Real Property Act 1900 (NSW))

Council don’t own the building. Really don’t know how to spell it out for you. Owning something would imply being able to control it. You reckon council will sell it? Lease it out to another party? Knock it down for developments?
I never said Eels own it but you said council does when quite clearly they do not.

Not sure how to spell out the basics of property law and ownership to you.

Owning something would imply being able to control it. You reckon council will sell it?
100% Council could sell it....tomorrow, with Parramatta as the licensee with all of the parameters and responsibility of the existing license and the new owners would need to abide by that license.
Can Parra sell it?
Lease it out to another party?
At the end of Parra's lease/license 100%. See how ownership works?

Knock it down for developments?
At the end of PArra lease/license yes or payout the lease/license. Can Parra knock it down for developments?

Who owns it? Who operates it under license?

I really dont know why you are pursuing this.
