It started to decline in 2023, probably due to a lack of pathways funding a few years earlier (because NRL performance lags junior development by a number of years). Maintaining that level of junior scouting, poaching and retention requires significant funds, and the Packer money had to run out eventually. How long will we pump money into our own pathways?
