You are discussing apples and oranges when comparing Perth's govt support for infrastructure and PNG getting a big salary cap benefit.
The Dragon's or any other club getting $1m or $2m extra to spend on non-salary cap stuff will do bugger all to attract better quality players given they all have money and none are broke.
And to say the village and tax free is not crucial and that it will help to change peoples perception, well....to me it actually means they have to offer something else that no other club offers (or is allowed to offer such as tax free) to attract players. Do you honestly think if they were not offering this that star or above average players would contemplate going to PNG if they have other similar dollar value offers in Aust or NZ?
Agree with you re the more locals the better to build ownership and for locals to see it as a pathway rather than mercenaries after a pay cheque.
I don't have anything against PNG being successful. Just want a level playing field and may the best team win. Not the same teams all the time as fans of teams with no hope will gradually lose interest in the long run.

Without the tax incentives sure they would’ve struggled for Aussie players but they aren’t where the club should be imo
It took Cronulla close to 50 years of top level football to win a comp and be strong financially
And I don’t think png will win a title in our lifetimes either but on field results aren’t that important, pathways, crowds and commercial success are
