    We could take it back a step even, Israel has Nukes and is not a signatory to the non-proliferation treaty, so why can't Iran? If Iran had nukes, we wouldn't have this war, and as much as we in the west paint them as madmen, they aren't that stupid to believe they could avoid MAD in using them...

    Directly on permanent immigration is one, there's a legislated limit Indirectly on say temporary student visa's, in that they allow it, but there is no legislated limit. Same with working holidays, temporary workers etc.

    It might come as a bit of a shock to some, but the government doesn't directly control net immigration, they limit certain numbers on certain visas, but not overall immigration.
