    An NRL second division would be ideal for someone like PNG. The logistics and reality of life in PNG is going to make it a hard sell for the top grade, but if they had NRL2 it would work.

    NRL2 Second Division

    I think the idea of a full 17 team NRL reserve grade is dead - QRL don't want it and they have killed it. The compromise was this proposed reserve grade knockout cup, which would involve all NRL clubs at reserve grade strength plus stand-alone Qld / NSW Cup sides.

    I lived in Brisbane a while back and I can't remember Moreton Bay being used to describe the area. I think a couple of local councils merged about 15 years ago and formed Moreton Bay Council. I wonder if they just made up the name?

    I don't think conferences would work for the NRL. There's no split that really works well, and it would only be truly necessary if we go beyond 24 clubs or thereabouts.
