Four or more passes

I think if a team passes the ball four times or more during a play inside their own half then you should retain the tackle. This would encourage a bit of ball movement inside own half and also change the tempo of a set of possession somewhat.

Ah, no. This is NRL level rugby league we are talking about, not Mini-Mod League.

But we currently have the same problem as mod league. Though not so much a need to develop skills as actually using the skills of the game in an entertaining way.

Sets of possession are too predictable and there are too many dummy half runs and one up hit ups (if you listen to criticisms of the game from sports fans who aren't that into league which we should because we want to convert them).

We need rules that promote skills and adventurous play and demote "completions" "getting to kick". That mentality is mental.

Defenses have become very solid and sophisticated. We should start toying with 12 or 11 players on the field during trial matches to see what it does to the dynamic of the game. If it doesn't work, scrap it, if it works and make the game more entertaining then approach the RLIF to request the change be adopted game-wide (NRL can't go it alone on this one as they will be playing a different sport to RL in Europe).

Perhaps rebuild all the stadiums enabling the fields to be bigger and then the 13 players a side would have more room to run around. Or do away with 6 tackle sets, and make it 3. Then it will be hot potato football.

I'm sure there are millions more weird and wonderful and ridiculous options that would lead to more running less robotic football.

Or they simply reduce the interchange numbers further....

In my opinion it is more passing that is needed not more running. The gains made from running (i.e. hit ups and DH runs) needs to harder to achieve as they were pre 10 metre rule.
Teams are often throwing as few as 3 or 4 passes in the entire set of possession and are going from their 15 metre line to over the half way line. The average would probably be that they get to the 40 by taking basically zero risk. That is ugly sport/entertainment.

Totally agree with this. However it is also that coaches are gutless with respect to actually playing football inside their own half (or really anywhere outside the opposition 30 or early in the tackle count).
We should have stats that name and shame coaches. Like instead of 'completion rates' at the top of the stat sheet have 'average passes thrown per set' or something.

Honestly, the refs have a hard enough time keeping the tackle count... Yet you expect them to count passes now? Good luck with that

Honestly the game isn’t that bad. There were some pretty good games in round 1, and just remember that it was only round 1, no team is gunna play their best in round 1. The biggest problem with the game now is the milking of penalties
