So who are the PI's who missed out to Maori players in this team selected by an Australian?

Just on this topic there's also a lot of players in the Kiwis side with Cook Island ancestry. Manu, Esan, Rapana, Smith etc. Not that there an option at international level but man they'd have a decent squad if you threw in the likes of Napa, Takairangi, Glenn, Valentine Holmes.

Yep, they could throw a decent squad together if they Tongan like mass desertions. A lot of the Cookies have NZ Maori/NZ Pakeha ancestry as well though (and the Cooks themselves are more 'NZ' than the other PIs) so that's unlikely to happen.
