If the NRL is fair dinkum, Annesley and his goons should examine penalty counts such as this game with a fine tooth comb, and dump the ref to reserves for a few rounds if appropriate.
The problem is that penalties are discretionary. It is unusual to find a penalty blown where the penalised player was definitely hard done by. So the NRL review would find most penalties were warranted, pat themselves on the back, and move on.
In terms of "penalties missed" we saw last year that there could be 30 more blown each game if the referees wanted to, but we have no clear reason why they are not so we are left to speculate that some players or teams get favoured treatment.
As fans, we feel like some teams and/or players get away with more than others, but it is difficult to prove. With enough technology and data crunching you could probably work out if there are patterns where a team or player seems to hold on in tackles or leave early more than average but are penalised less, but there is absolutely no incentive for the NRL to do this. I wonder if teams do this with their own players who they feel are "picked on" and send reminders to the NRL? If not, they possibly should.
