On paper yes. But Fiji were supposed to walk over the Kumuls last year too but got shocked.
But Samoa should still win this.

And Justin Olam has been held back by the Storm due to niggling injuries.

Samoa will likely do a number on PNG here which is a shame because PNG with all their players who currently play in England would probably make it a much better contest. Plus it seems like the previously named Justin Olam and Lachlan Lam are now both out of the squad also. Not good.
