http://rlif.com/article/8789/kiwis-take-no--spot-in-latest-international-rugby-league-world-rankings

Last 2 years results for the 'big 3', after a total disaster 2017 WC for Kiwis:
Aus v NZ 1-1
NZ v Eng/GB 3-3
Aus v Tonga 1-1
NZ v Tonga 1-0
Tonga v Eng/GB 1-0
PNG v Eng/GB 1-0
Eng/GB v France 1-0

A little hard to understand how NZ overtakes AUS with 1 each in the last 2 years and the most recent in the Kangaroos favour. But worth noting NZ has played 9 games to Australia's 4 in that time, winning 5.

System must be weighted in such a way where winning gives more points than losing takes away.
Would love to know how their formula works... World Rugby's is published on their website

If I'm not mistaken the last update was in July, so I'm trying to figure out how NZ jumps above Australia despite one of their three games since July being quite a heavy defeat to Australia.

Also Greece jumps 5 places including above Ireland, despite Ireland's two games since July being comprehensive wins, and Greece is 2-1 with wins over Serbia and Turkey and a loss to Scotland.

The shock for me is Jamaica. Australia losing first position is fair considering the amount of games they have played.

The number of games played must have an influence and not sure quality of opposition is a factor.

How were Cook Islands rated 23 (previously 28th) behind teams such as Malta and Norway? Must be because the Cook Islands play better teams despite the fact they'd wipe the floor with a fair few teams above them.

Obvious issues in the mathematics once again

Jamaica and Cook Islands should be up in 15th and 16th

Serbia should be below Malta

Spain should be above Norway

Canada above Hungary
Ireland above Greece

There are countries missing like Niue who play RLWC Qualifiers should be above Poland and Hungary after making the Emerging Nations WC final

Plus active RL countries Tokelau, Japan, Philippines, Thailand, India, Argentina, Uruguay, Lithuania, Hong Kong, Bosnia, Moldovia all missing

At this stage I also have new Africa nations Nigeria Ghana Morocco Cameroon Kenya below South Africa who play RLWC qualifiers. They haven't played anyone yet to determine cross group performance

The Emerging Nations RLWC and the main RLWC are the only true cross region ranking matches. Plus a few small tours

It's because Cook Islands never played and when they did, they lost.

First the Golden Boot, now 2nd in the world? When will this injustice end.

It's not injustice, it's just silly.

Ranking points should always be weighted against the opposition you play. Tougher opposition gets you more points, weaker opposition gets you less.

IRL used to allow and actively playing countries on the rankings board, as long as they fulfilled basic player eligibility. A foreign national team could play in Sydney with 100% heritage players and get on the rankings.

They have now cracked down on this, I believe the minimum requirement is now Observer membership - which means a legitimate presence in the nation, hence the removal of the above. Some of the above countries have played games at home with domestic players (Philippines v Japan recently in Manilla) but they currently do not meet the governance requirements for membership.

Our exclusion is due to having no domestic set up. Players randomly rock up to one off games and/or the test team training. The IRL has cracked down on such things as stated above.

Still too many references to RLEF on the IRL web site

A recognised country will need to demonstrate the following criteria:
  • The country is a territory distinguished by its people, culture and geography.
  • The country will be able to demonstrate that it has its own flag and government and that it has complete autonomy over sport within its defined area.
  • The country is recognised by the United Nations (UN) or is recognized as a country within a country which is a member of the UN.
  • The Board of the RLEF is satisfied that the applicant will be of benefit to the RLEF and its Membership
Observer
The Board of the RLEF may at its discretion admit a country to Observer status based upon a completed application which will include the following:
  1. Constitution correctly signed and approved.
  1. Bank Account with at least two dual-signatories drawn from the Board of the applicant.
  1. A list of the interested parties together with contact details, position within the organisation and a brief biography of the Board Members.
  2. A not for profit legal entity established in the country of the applicant organisation.
  3. Provision of founding minutes that clearly define founding members, in line with the constitution, and governing Board elections.
  4. A Development Plan for the following 12 month period.
Affiliate Member
  1. An organisation applying for Affiliate Membership must meet all Observer criteria.
  2. Complete and submit to the RLEF annual accounts for at least 12 months prior to application.
  3. Conduct regular 13-a-side rugby league Competitions with:
  • a) Minimum 4 senior teams
  • b) Player registration system
  1. Evidence that a Youth or Junior Development Programme is in place.
  2. A registered office and admin.
  3. Have an approved international programme at any eligible level.
  4. Operate coach and match official education via an RLEF approved scheme, and led by nominated and qualified technical managers.
---

Seems strange that all of the above nations don't meet Observer status, as many are close to Affiliate status

The membership criteria on the IRL website is also outdated.
They have a newer one which is far more thorough

Looks to that someone in Asia-Pacific especially Asia needs to read this document and tidy up some paperwork

For some I think they will be back quite soon.
IRL needs to enforce proper governance to progress GIASF/SportAccord membership I think

England moved to 2nd after last season 2-1 victory over NZ..

So this pathetic GB nonsense has cost England the chance of becoming #1 in the world...

Nice one
