I'd like to have scrums packed based on position again, these days hookers pack in a lock because they are good passers, maybe if locks pack in at lock again, we might get more skill back in the position.

Okay call me stupid for engaging, but who or what determines what is a bomb or just a chip kick.

The game should be doing things to make the refs job easier, not tossing out moronic variations dependant on stupid shit. Different rules on different tackles. There is a village somewhere in desperate need of your services.

Chip kicks aren't really part of the game anymore. The rule should be if you kick on the 5th or 6th tackle and the defending team catch it on the full they get to play the ball or tap on the half way.

Captains Challenge: In a situation like the Grand Final. The referee makes a bad call and gives Canberra 6 more tackles.Canberra scores on the 3rd tackle could Easts then challenge the call made earlier?

hopefully catching opposition on the backfoot allows this to happen

How about they just leave the goddamn rules as they are and actually ref the ones they already have???
Enforce playing the ball properly, penalise flops, punish players for not getting off when 'held' is called. Punish players who deliberately walk forward to block for kickers, penalise then sinbin for repeated offsides..

Oh wait. They tried that. Gus and Joey didn't like that ("It doesn't matter if they're a little bit offside") so Greenberg showed his yellow streak and gave up.

They could be focusing on real issues, grassroots development, wrestling and the ridiculous amount of wasted time in games. But oh no!
What do they give us?

Challenge system
- it will take about 48 minutes of the first match of the season for coaches to start manipulating this.

Choice of scrum placement - won't be the advantage people think; sides will still get their 30-odd seconds to set up their defence. All it will do is allow teams to waste another 10 seconds deciding where they want it.

20/40 - I don't think it will overly advantage the attackers or disadvantage the defenders. A nothing rule change to seem pro-active.

Restart the play if the ball hits a trainer - I can see why they're doing it, but it's only an issue because it happened once in a grand final. Nothing to see here, move on.

Reduce the amount of time trainers spend on the field - the one thing they've got right.

Ban tackling an attacking player in the air - will provide a massive attacking advantage, and will promote more last tackle kicks. Retrograde.

So, 1 out of six. Less than 17%. Not even Donald Trump would argue that was a success. It's all just smoke and f**king mirrors.

I was referring to back in the 1980's and 90's. However I do think what you have said is correct.

Interestingly and something never mentioned is the sin bin introduced in Australia in 1981 but infact was introduced into French rugby league in the late 70's. Supports what you are saying unforgiven.
It has always been the way it is done in Rugby League, people here are carrying on like the NRL has just started changing rules without the authority to do so. This is what has happened since we broke away from union and the each of the leagues has authority to change rules in their region!

I actually taught a bunch of 11 year olds who don't play any league how to pack an nrl scrum.

Theres no skill at all in it.

Well in under 11s, a bomb is a kick that goes higher than the refs head.

It used to be a kick that went higher than the distance it traveled!

We'll equip the referees with laser guided protractor so they can correctly determine what sort of kick has been put in.... hang on the fullback caught it on the full so it's a turnover on halfway.... but it was the third tackle so it should be a penalty.... but he did kick it with his non-preferred foot so its all good. Tap on the twenty to the apex.

The NRL are just patching over a broken refeering system with a sprinkling of fresh gimmicks for 2020 while leaving untouched the the failed gimmicks from previous seasons (such as the ludicrous stripping rules) thereby compounding the lunacy of existing laws and interpretatations and making the game even more dificult to referee and adding to the frustration of fans. Can we please retrun to ONE REFEREE and no video ref during general play...actually lets f**k off the video ref all together and go back to having an in-goal touch judge. Let's get this game moving again FFS!!!

No, rule changes should not be brought in to try to fix refereeing because refereeing is fine and is as good as it has ever been. The problems these rule changes are trying to fix is how boring the game play is and that is a totally different issue from your perception that refereeing is bad.

Now on your point of going back to 1 ref and getting rid of video review, can I ask if you were around when it was a 1 referee system and pre review? If so, surely you remember that these things were brought in because people were bitching so much about how bad the refereeing was. Going back to 1 referee is not going to fix anything.
Referee was a lot worse in the 80s. What was good about then was there wasn't 5 replays of every decision and commentators did not carry on for 5 minutes about a poor decision. The reason they didn't was because there was a lot more going on in the game in the 80s. Random things to commentate on like a chip kick, or a knock on or a rake back or a scrum that could lead to anything or a punch on... rather than the bland safety first style of play these coaches play now where every set of possession is going to be exactly like the previous one. The other thing is refs are more influential on the outcome now because they create more opportunities that the players because the players have stopped playing risky creative football.
Try to fix how boring the game is and you will fix the perception that the refs are bad.

Yep, there used to be different rules between the states.

Origin was referred according to home ground rules, for example.

Rugby League by its very own origin is about changing the rules to make the game better.

Complete rubbish.
Enforce the rules as they are - none of this 'interpretation' stuff, actually referee to the rules - and the game will be fine.
