As it stands If the player has been developed by the club those years count before debut. Starting from the under 20' s competitions.
If they haven't been developed by the club its 8 years from debut year.

Yes it has to be within reason now. They changed it after what happened with Des at the dogs.

You can do it a little but not as much as before unless under certain circumstances.
