Sure, but they largely do so by finding serviceable players on the cheap and spending more in key positions (which has been a succesful strategy). It's not as if they've made Brenko Lee a superstar. He has always been more than solid. Would you say that the signing of Brenko Lee was a coup for the Storm?

Daniel Tupou - really the only disappointment
Ryan Matterson - guess you can blame the club for not convincing him before the Rorters that he is a backrower
James Maloney - left a long long time ago
John Asiata - played one junior season with us

4 players is much longer?
Adding up the players since our last GF appearance, not including Buhrer but including Tupou and Maloney’s multiples, it’s 14. That means 3 more players could be added to the list before us winning a GF would cancel it out
