Why do people suddenly think a trade/free agent window would work?

Remember when you couldn't sign a new contract for the next season until after June 30, and everyone complained that it was useless because "players needed to secure their futures" and "teams were negotiating with player agents before this anyway".

I really find the Rugby League community has a distinct memory problem.
