This is exactly the problem - hence why there needs to be a consequence, if there is an 18th/19th man for HIA only, I’d say that anyone ruled out for HIA has to have 10 days off playing and training - that way it shows we’re absolutely doing the best we can to stop long term HIA impacts (and helps with any future law suits), and stops players/clubs being happy to rort the rule for an in game advantage.
With something like that rule above, I’d say move to a 6 man bench, but can only use 4 players as standard, can only access the 5th or 6th bench player once you’ve got 2 people rubbed out for the game due to HIA.
HIA is different to normal injuries, as the rules are forcing them off the field, any other injury, the players choose whether they’re able to battle through the pain or not, and we shouldn’t go away from that toughness being part of the game, apart from HIA’s.
Main way to rort it as I see would be once your bench prop has done his stint you then fake the HIA. Imagine Penrith bringing Burton on if we are chasing points. Then who really cares if a bench prop who plays 20mins a game misses a week or 2.

Dude we have had more than our fair share int he last 18 months.

This isn't some Roosters/Storm conspiracy.

I agree with what Danish and others have posted. Have an extended bench, but same number of interchanges

Thats easily the best way to handle both any case of extended injuries and control (stop) rorting.

Any rule that allows for an “additional” or alternate replacement based on a HIA is just asking for trouble.

Even in cricket it’s open to rorting. Jadeja in the T20 in Canberra or even Rishabh Pant in tests... both to India’s huge advantage.. games they went on to win...

Take out the conjecture and make the rule simple. Extra man / same number of replacements does this best.

An 18th man HIA replacement will 100% be abused by coaches from day 1 of its implementation. you’ll see forwards failing HIAs in the second half regularly. If you can have an 18th and 19th man it would be even worse as coaches could effectively hook anyone who is playing shit and replace them for free.

An extended bench with the same interchange, along with forcing injury subs to be counted in interchange numbers would be the only way to ensure it isn’t rorted
To be fair though, a lot of forwards would fail the HIA before the game even started.

18th man can be activated if 3 x HIA’s arise...

Flawed IMO, and open to rorting... and perceived rorting... despite what this story says..

And what’s just as bad to me, is this is like a “work experience” program ... they’ve made a hash of this IMO.

The Australian Rugby League Commission has signed off on a decision to allow teams to use an 18th man on Tuesday.
Coaches will be able to introduce an 18th man when three players from a team have failed HIA Tests. The rule will commence from round five.

But importantly the 18th man will have to be an “emerging player” so to prevent coaches introducing experienced players.

“This is a dynamic environment. As a Commission we have always said we would be agile in changing rules when it is in the best interests of the game and this is one of those examples,’’ he said.

“We see this as an opportunity to give an emerging player a taste of first grade rugby league in their team’s time of need. The 18th player will also have to be rotated weekly so you don’t have a young player missing out on playing lower grades every week.”

“All fans agree we don’t want to see a situation where a club is left with one player on the bench and this rule change will provide insurance for all clubs. It will also only be activated in the most dire of circumstances for a club, so we don’t see it having a material impact on games every week.”

So what happens here.....

2 players go down with standard injuries....

then 2 further players go down with HIA...

That’s the bench exhausted....

Then a “3rd HIA” happens later in the game to a player absolutely gasping... i assume the work experience player is now allowed on...?

Fresh legs replacing a tired player...

whether it’s a legitimate HIA of not, it’ll make a mockery of the rule...

A team can redeem a “benefit” from HIA. When you make rules like this, they will get rorted.

They really did make a f**king meal of what was a relatively simple task

What a cluster****. 3xHIAs. Will never be used.

This will not stop games that are uncompetitive because one team is out of players are 30 mins.

I know they don’t want coaches abusing it. But still. Independent doc. The testing for serious knee injuries is pretty much foolproof.

concussion should be at least 1 mandatory week off. They would stop any danger of people trying to fake it.

It is mind boggling how wrong they have got this.

Would it have helped the Sharks even? This is the point that swung me on the 18th man vs extended bench... like are serious about player safety or not? Because if we are serious about player safety we should be serious about it on all fronts. Obviously head injuries are the focal point but it's not good for players long term help playing with busted ribs, or strapping up knees, shoulders, ankles and pushing through. Or outside backs playing on with cheek bone, eye socket injuries... player welfare isnt just HIA

It's really got to be looked at providing teams flexibility to allow them to remove a player from the game and ensure they dont exacerbate injuries and end up like so many players today who are retired, 40 years old and cant pick their damn kids up off the ground because they're joints and muscles are so f**ked from playing through so much shit.

Here’s the loophole to that...

A 3rd player goes off for a HIA in the 65th minute ...

The 18th man is allowed on.

the player “passes” his HIA. Thus can freely play the next week.

Apply the NSWRL mandatory 2 game standdown policy for failed HIAs
