In saying that having to wait for multiple HIAs to access an extra man is also stupid. Hence why they should just allow a larger bench but any injury substitution (HIA or otherwise) still counts against your 8 interchanges

If it's 1 for 1 it's susceptible to rorting. Even 2 for 1 teams might still try it. I don't see anyone suggesting 1 for 1

Extended bench works too where there's 1 or 2 designated injury reserves

the problem with 2 or even 3 for 1 is that docs will be inclined to try and turn any injury into an HIA just in case they can’t return.

you wouldn’t want 2 blokes going off with leg injuries then have a 3rd go for HIA and be stuck. So I reckon we’ll see every serious injury signalled as a possible HIA.

coaches already do this fairly regularly to get the free interchange when guys hurt their shoulders or necks.

The foul play one is open for rorting. Especially as something like a shoulder charge can result in a sin bin without the player who was hit even being hurt...

ARL Commission chairman Peter V'landys said the game was listening to its players and coaches after confirming an 18th player would be in use from round five if a team is affected by foul play or three failed HIAs.

NRL coaches will be able to use any registered player from their top 30 squad as an 18th player, the ARL Commission confirmed on Tuesday morning.

An 18th player will be able to take the field when three players fail a head injury assessment or when a player suffers a match ending injury caused by foul play.

Foul play will only be determined if the opposition perpetrator is sin-binned or sent off.

In a change to initial talks surrounding the use of emerging players as a replacement only, the ARL Commission clarified an 18th player can be a registered NRL player who is eligible for selection in that round and part of the 21-man squad.


NRL clubs must identify their 18th player on they team sheets they provide an hour before kick-off.

"Player wellbeing is a priority for the Commission and this additional safety net ensures players continue to be protected," V'landys said.

"Our clubs are outstanding in the way they detect and monitor head injuries and the activation of an 18th player in rare cases of three failed HIAs during a game will ensure continued strict compliance throughout a match.

"We've also approved an 18th player to be activated when a player suffers a match ending injury because of foul play where the perpetrator is sin-binned or sent off.

"Why should a team be disadvantaged by an act of serious foul play?

"This was a strong message from all clubs and fans and the Commission has listened to that feedback.

"We’ve also listened to clubs and players about the criteria of the 18th player used and will allow the club to select any of its registered players which will enable the most effective team combination on game day. I want to thank all Clubs and the RLPA for their feedback."

The use of an 18th man is expected to be monitored by the ARL Commission with further adjustments possible if required.

Rules on the run from the NRL.

So now, instead of a dev player, it can be anyone from the 21 named, but only if player sin binned or sent off!

Send off's don't exist anymore so sin bins are going to rise as refs look to identify the indiscretion and allow the 18th man to come in?

Massive pressure now on refs to sin bin, and media circus when they don't and the 18th man can't come on.

And, now much more open to coach rort of this rule. Player going horribly takes a high shot, stays down to get the video ref to review it as they do, then trainer arrives on scene and tells him to stay down and go off for HIA, player can't return, bingo, 18th man in to the fray.

I look forward to the endless debates on whether that warranted a sin bin,

its getting ridiculous.

honestly why don't they make a rule that if you have 3 players are ruled out for whatever reason and they can't get back on, you can get one

Wow we became an 18 man game just like that. So at some levels in the world RL is still a 15 man game, in SL its a 17 man game and in NRL its now an 18 man game. No wonder the game struggles to get legitimacy and traction in new countries!

Yes let's worry about what they are doing in backwater competitions instead of improving the game...

Maybe the strategy works the other way too:
eg. Player is going busted, so the opposition make sure every tackle on him is around his bootlaces, so that he can't get subbed off for the amazingly talented 18th man. :rolleyes:

Let's be real, if the 18th man was such a talent he would be in the 17. Additionally, he can't be part of the game unless foul play rules out one of his team mates AND the ref sin-bins or sends off. Neither of those requirements are within the control of the coach or even the team.

Pretty sure this kind of scare mongering occured when they introduced the free substitution after foul play rule as well, and we're yet to see the game turn into soccer theatrics many years later.

99% of NRL players hate being hooked from a game. Their egos are too big for it.

For the record, I think a 6 man bench for 8 replacements was the better option, but this is not the beginning of the end like most here are claiming.

Yeah the massive disparities in rulesets between different tiers of Basketball have really held that sport back!
