The only thing I would change at the moment, is that a send off goes to the Australian Rugby Union system of 20 mins off the field. The player sent off is not allowed back on, but after 20mins another player is allowed to replace him. I think that's a pretty fair system, and it provides the ref a chance to send someone off without having to think it's cost the team the game.

Issuing big pocket hurting fines would blow up in the NRL's face. The application of fines would be horrendously inconsistent (as are charges/punishments now) and you start taking chunks of peoples' income away on dubious decisions there would be legal challenges all over the place.
