I gotta agree the knees were not intentional, but they were a result of him trying to kick the ball,. He lead with the foot and should have got 10 in the bin at least.

Niukore obviously started the motion on the tackle before Tedesco fell. You can argue whether it's a shoulder charge, but Tedesco falling is what resulted in contact with the head. Nothing can be done about that.
