The Dogs were still slightly over the cap last year this year (2004) is the first season that will really show the effect of the Dogs cheating not only in 2002 but for from memory the previous 4 seasons. (based on reports at the time)

Look at this year Norton, Vagana, Talau and others have been forced out of the club.

If to Dogs go well in 2004 then so be it but there 2004 season will be a better indication on where they should have finished during 2002, 2001, 2000, 1999 and 1998 or however long the "McIntyre System" was being used by the Dogs.
