    NRL at its best. The game has no identity. Rules apply only when the ref feels like enforcing them. If that’s not a dominant tackle then there’s no such thing. Scrap the rule all together to take the grey area out of it.

    You are 100% correct they are managing games Evening up penalty counts is another issue. You see it most games with a few penalties given late in a half for the same offence that has been left unchecked all game until then.
