For me, the non-negotiable elements for this tournament would be:
Final ANZ: I don't care about lazy Sydney-siders. This is the capital of RL. There needs to be 90k in attendance or it will be a considered a failure. Brisbane last time was a lazy cop out even though it got 50k. Let Suncorp have the opener and a semi.
Eden Park needs to be a SF Venue: NZ are going to be there so don't mess about (schedule it as NZ semi-final if through). I think Brisbane also makes sense for the other SF.
Games in all main states: Perth needs to have fixtures (an England one would be popular) as does SA (even if it is a low key one). Both Islands in NZ to host games. PNG home games at new stadium in PM also makes sense.
Venue and Tickets on sale during 2016 season: This tournament needs 500k plus attending to break the 2013 RLWC and this takes time and planning.
Would be nice:
For organisers to have the balls to open the tournament without Aus-NZ or Aus-Eng. If it is done right and marketed well then Australia v Fiji/Tonga/Samoa/Fra/Scot could still attract a full house to Suncorp with a big opening ceremony. It is called marketing a big event.
Doing that would ensure another massive crowd for a Aus-England pool game.
