All he is concerned with is sponsorship and public perception. In the NRL comp, certain demographics are concerned about high tackles and illegal play. Particularly parents of children. Then in Origin, he knows all fans want it to be fast and violent. I reckon the refs have been tappering it off in the NRL a bit in lead up to Origin, so it wasn't as obvious.

They should have brought it in after origin if it had to be this year.
