21st Birthday venue

Hi
I've got my 21st birthday coming up and was gonna have it at Bar 333 on George Street, however they are unfortunately closing down in 2 weeks time so no I have to find somewhere else.
I'm looking for somewhere that can hold ~70-80 people and cost under $700.
If you know what Bar 333 is like, I'd be after something similar. Something laid back where you can easily sit, relax and talk with your mates without having to shout over the top of loud music. Music at a reasonable volume is what I would like.
I would also prefer (although not 100% required) lounges.

I was looking at PJ O'Briens but I have never been there so I am unsure.

So can anybody recommend somewhere I can get for under $700, that:
-Is relaxed
-Music isn't too loud
-You have had good experiences with
-Would be appropriate for a 21st
- Maybe has lounges

Try Astro bar in the star. It isn't closed off or anything so anyone can enter, it's outdoors so the music isn't deafening, and there's no entry fee, people can order drinks and food etc... themselves. There's also the sky terrace, it has lounges and chairs, outdoor bars. Again, it's open to the public, but a large outdoor area that's quite ideal imo.
