Do Australia get relegated out of the 4N if they come last? Is only the lowest team relegated? Can Samoa replace one of the big three if they don't come last?

I believe it is fixed, the 'big 3' never change, only the 4th...

It's worth posing. Imagine Samoa won the final. "Well done you've won the 4 nations, now try and qualify again in two years".

If a big 3 becomes a consistently poor performer they should be relegated. Or, I suppose a 5th team being invited would be a more reasonable option.

No, for some reason the tournament is owned by England, Australia and NZ and not the RLIF, so those three nations cannot be replaced and the fourth nation is just an 'invitee'. This really needs to be reformed TBH.
