Exactly. There's a difference between tactics and strategy. Yes, you can have an overall strategy (think holistic;long term), but still alter your tactics (think specific, tailored, situation specific) to suit the batsman and the situation.
All of one, (strategy) none of the other (tactics). There is a high resistance to depart from team orders. But, you can't implement a successful strategy without being flexible in your tactics to achieve said overall strategy.
And I feel like it has a bit to do with having a bowling captain.
