Great news, Eastern Europe is shaping up to have a real scene and could provide a great source of players for the future.
The Aussies take a load of crap from Poms about their lack of international assistance but big thanks to the Australian embassies in that part of the world who are giving out grants to enable RL to hopefully take root in a few countries.

They gave a grant to Lebanon via the Australian embassy in Beirut last year, plus a few years earlier helped the Serbs In a similar fashion.
I remember a time when B&H stood for Benson and Hedges cigarettes. But that is a bygone era.
What does it take for a country to be awarded observer status? This question is meant for anyone here.
The Board of the RLEF may at its discretion admit a country to Observer status based upon a completed application which will include the following:
Constitution correctly signed and approved.
Bank Account with at least two dual-signatories drawn from the Board of the applicant
A list of the interested parties together with contact details, position within the organisation and a brief biography of the Board Members.
A not for profit legal entity established in the country of the applicant organisation.
Provision of founding minutes that clearly define founding members, in line with the constitution, and governing Board elections.
A Development Plan for the following 12 month period.
I think you'll find, in practical terms, they've been satisfying this criteria for years, it was just red tape (#4 most likely) that delayed the process for so long.
