No....I assume it's load bearing qualities are unknown? Has it been installed with a waterproofing membrane underneath? Does the new build require under slab insulation for energy efficiency?
no chance of it supporting brick wall and tiled roof if it was designed for a tin shed, and no licensed builder would touch it without engineering certification and no engineer would certify it
Nothing wrong with building over it if it's easier. Builders use blinding concrete allthe time to provide a level base before pouring the concrete footings.
