well then you better look at the development going on in the lower grades at the Roosters - in your own words - we are developing players then...but you can twist your words to suit yourself. Roosters interest came after he acheived rep. honours for Qld, get the difference? A player doesn't need to be born in an area to be developed into a representative player by a club, conversely a player generally needs to be developed by another club to generate interest from the Roosters.
But back to reality which you know nothing of..I am sure that Canterbury wouldn't be stupid enough to be caught twice for salary cap breaches - would they?
