I was just wondering what age group plays C-Grade?

And is it the same age group for every district?

C grade is U19 and is the same for each district

Canterbury has a different set up. When 3rd grade was abolished by the NSWRL and replaced by u/23, Canterbury set their B Grade comp as u/23. When the B Grade fell away they pushed up C Grade to u/20 and D Grade to u/18. Then in the last few years C grade has been pushed up again to U/21.

in Penrith C grade is u/18's and u/19's in the one comp. It goes 16's, 17's, C-Grade, A reserve grade, A grade etc..
