The Daily Telegraph can reveal Anderson will be appointed tomorrow as the high-performance director of refereeing for three years.

Under a bold new structure, veteran referee Tony Archer will retire to become one of two full-time coaches.

The other coach will be Englishman Russell Smith, who has been in an acting role since the sackings of Bill Harrigan and Stuart Raper last month.

The three appointments have been approved by the independent commission and will be confirmed at a press conference later this week.

Most of those interviewed for the role, including dumped Roosters coach Brian Smith, were being informed this afternoon they had missed out.**

Sweeping changes include appointing referee Bernard Sutton as coach of the Toyota Cup emerging referees.

The change that needs to happen is to completely seperate referees and rule-making and provide clarity on the rulebook.

Refs are there to enforce the rules, not develop them. Grey areas over obstructions, grounding, strips and holding down in the ruck need to be cleared up.

Archer was probably the only referee worth feeding this season. I'm actually disappointed to hear of his retirement.

I'd add coaches to that list as well. They all want the rules changed to suit their own team.

Good move, but anything would be better than the Ego mad man we had before in Harrigan. With Bill he worked from his own rule book, the same one he used as a whistle blower, it will be good to get back to the real rule book
