With playing rosters being increased it is unlikely there is enough depth to have build another team without diluting the quality of the competition. (Even without increasing the size of the rosters there'd be doubts whether there's enough depth for new team/s)
Yet there are large demands to expand the competition. Numerous places (such as the Central Coast) deserve to have a team. But without sufficient depth we shouldn't just plonk new teams in these areas.
So the logical way around this is to do relocations and mergers.
But do these work?
Both create resentment and will alienate some fans. Relocations are stuck between establishing themselves in the new city and trying to appease fans in the old location.
I guess we can say that the Dragons/Steelers merger is a success, but that's because they had a large Dragons fanbase, and the new team is that same Dragons with red socks and playing a couple of games at Wollongong. But looking at the Tigs and we see a basketcase on and off the field, and they seem unable to find their identity.
