Do you support UEFA in this move?

They may be considering banning clubs who are on the verge of going bankrupt or in administration from playing in Europe.

If it comes in for next season, that means Parma, Lazio and perhaps Roma wont be able to play in Europe next season :? :!:

It seems to be part of a wider attempt by UEFA to increase their power.

Thier last bright idea to rule the word from their European Club Forum [pdf file]

The Club Licensing System was the leading item on the agenda for the Monday afternoon session. UEFA confirmed that it will be implemented as from the 2004-05 season. In order for a club to be admitted to any of the UEFA club competitions, minimum standards in areas including sporting; infrastructure; personnel and administration; legal; and finance must be fulfilled.

That a comprehensive collection of powers. I suspect this is part of battle for control between EUFA and the national authorities.

In Spain a club got relegated to 4th division because they went broke and of course there is Florientina in Italy getting relegated from Serie A to Serie C2.

They are now in Serie B and Carlo Cudicini has been linked in moving there in the past.
