Sure. But how does it harm our main concern if we also hold other parties accountable for the discharge of their duties?

Ideally we want a situation where everybody potentially involved in any funny business knows that they will be held accountable for their actions. If we achieve that, there's a smaller chance of funny business going on. On the other hand, if you focus exclusively on the player, other parties may find it in their personal interest to attempt to deceive that player....and the likelihood of this happening increases if the other party thinks they won't be held accountable.

The more blow ins that you have flittering around the edges of the club/squad, the more bullshit you are going to get (surely this is obvious).

I agree....mutual monitoring is important and is used in lots of organisations. But, this does not mean that there's no advantage in having clear lines of accountability and one person who is responsible for the staff under their direction.
