PARRAMATTA will break next season's salary cap to get Israel Folau back to rugby league, but only if the ARL Commission grants them permission.

The Daily Telegraph understands Parramatta have approached the commission to spend more than the game's $5 million salary cap for next year and then operate under a reduced cap for 2014.

The ARLC is looking to register Folau at $400,000 for next season, knocking back the Eels' original plan to declare a far lower salary for the AFL defector. That would mean Parramatta's cap is increased to $5.4 million for next year but reduced by $400,000 - to $4.6 million - for 2014.

Over two years, Parramatta would spend the same amount - $10 million - as every other club.

However, Parramatta's 2014 cap would easily be the lowest of any club in the NRL.

Eels chief executive Ken Edwards met with ARLC chairman John Grant last Friday morning at NRL headquarters.

A second option facing Parramatta is to shed up to $400,000 worth of talent, culling up to three players.

Parramatta claim to have been open with the NRL, but it's understood they have not submitted a Folau contract to salary cap auditor Ian Schubert.

It's believed the Eels were pushing to register Folau's contract for roughly $150,00 for the first year of his deal - very cheap considering he left the game as an Origin and Test star.

One source inside the NRL confirmed Parramatta had asked to break the cap next year but then be reined back in 2014.

"Maybe there should be some adjustments to the rules," he said.

"Over the next two years Parramatta will spend exactly the same amount as all rival clubs. It will even out.

"I think the ARLC must think outside the square on this one. The game has to decide whether it wants Israel Folau back."

There is danger in allowing Parramatta to bend the salary cap rules because other clubs are sure to make use of such wriggle room.

It is understood overseas rugby union clubs have already heard about the NRL's resistance to register Folau and are preparing offers.

Folau could easily end up in French or Japanese rugby union for 12 months. He is managed by Isaac Moses, who sent fellow AFL convert Karmichael Hunt for a stint in French rugby before the former Bronco started with Gold Coast Suns in the AFL.

But if Folau thought AFL was boring and not suited to his skills, wait until he sees the ball only a couple of times a rugby match.

The former AFL player wants to play for one club, Parramatta, but is understood to be frustrated with the delay.

Rules........... entirely flexible.

Look I see it like this, if he wants to play for f**k all in his first year that's his business, if the club can actually afford to backend the deal then good for them.

However they'll still need to keep a top 25 and if they give him one inducement outside of the cap - now or in the future - then the fine should be colossal.

You can effectively divvy your cap up by front loading contracts as the situation allows or by back ending some contracts.

What I don't like is when clubs chase players hard and then need others to take pay cuts or leave...... and Parra had this happen only a few years ago and any proposec pay cuts to keep another player were vetod.

Israel Folau can go f**k himself. He turned his back on Rugby League so no favours should be given to anyone just to bring him back. Sign him for $1 otherwise get the f**k out of here.

Let them break the cap, think how good in will be for rugby league in the west having Folau and Hayne tearing teams apart.

The nrl need this to happen or they will lose the west to afl

So if Parra win the Grand Final will the Storm be given all their premierships back?

Let Folau f**k off to Union. Maybe he should have made his mind up a whole lot earlier instead of leaving it until the clubs had pretty much finalised their 2013 squads.

We don't need this merkin in our game.

If Eels can cheat the salary cap, so can every other team. Melbourne get all their premierships back, Manly can sign Stewart and we might as well chuck the whole salary cap idea out...

This should not be allowed to happen. Nor do I think it will.

Remember, the only quotes are from "insiders". Usually means its bullshit.

Also, what's Brett Finch being valued at for Melbourne next year? He's getting a good wage in the UK at the moment, and he's breaking a contract to come back I believe. Yet we can't sign Folau because Shubert has valued him at $400k.

Or let em go over the cap but they aren't eligible for competition points until they are under again.

If a club wants to break the cap then they should have to pay 50% of what thet break it by to all clubs - and I don't mean distributed I mean if "Izzy" is the cause of a 400K breaking of the cap then Parra should have to pay 200K EACH to the other teams......................

Other conditions would be that the money must be internally generated and not from a benefactor or private owner or equity trust or similar.

Have that rule and see how many clubs do it.

I think the NRL should just allow Folau's contract to be back ended due to 'extraordinary circumstances'.

I'm well aware that back ended contracts have basically been banned but having Folau back is only going to be good for the game.

He walked away from the most lucrative years anyway.

Contract was a farce, didn't need him anyway Manly wasn't fit enough for eighty minutes and Melbourne were caught cheating

The Chin's contract was part of the "different premiers every year" thing the NRL employs

The NRL should just let them back-end it. FFS Folau will be a massive buy for control of western Sydney, they let Gasnier through on 55K, why can't they just do the same here and make the smartest, best choice for rugby league? They won't obviously because our game is run by clueless morons.

Also doubt whether this story is true.
