I think the IRL should look at doing an emerging nations cup
This company can be divided in 2 conferences

Pacific

Fiji
Png
Samoa
Tonga
Cook Islands
South Africa

Europe/Asia

Italy
Malta
Spain
France
Greece
Lebanon

Each team in their conference plays each over twice
Then the top team of each pool play off for the EN cup.

The RLEF are very good at allowing member nations to determine their own needs for the stage of development.

International success has to be a long term goal of every national governing body, but the route to that is often patient.

The gulf between countries like France and Spain would be huge. It cost of a tour is also very significant and the amount of energy it saps from volunteers is significant. If this sounds like an excuse, put it another way; we can organise a two leg international fixture, that will cost us money and be two matches or we can introduce the game into ten schools.

At present, European nations have the options of focussing on local competition (e.g. Nordic Cup or Mediterrainian Cup), or moving or European wide competition. Many wish to stay local and that is based on a local understanding that should be respected.

If Italy, France, Scotland, Wales, Ireland and Lebanon are all up for that, then great. The system being introduced at present is base around the 4 Nations, meaning that one from that list will be playing in the 4 Nations competition with New Zealand, Australia and England.

If that is Wales, then four of the remaining teams would for the next European flight (e.g. Italia, France, Scotland, Ireland) and another (e.g. Lebanon) would be in the flight below. There could then be regular promotion and relegation.

the RLEF have its member nations development under control so don't worry out what happens up here..

worry about the pacific island nations though..looks like another barren 3 years for the between world cups

IRLF have two active federations:

Asia/Pacific and Europe so anything would need to be split on those regions. Africa and America's are glaring omissions but it makes most sense (if don't have own Federations) to move Africa with Europe and America's to Asia/Pacific.

Europe do better than Asia/Pacific due to the funding through European Union - which funds a lot of initiatives into Africa (hence joining Africa with Europe).

Jamaica and Soth Africa are RLEF members and Canada are Affiliate members. Only USA not in either
