Game cheats - A question for developers

Why is development time wasted (just my opinion) on programming game cheats (e.g players with big heads, massive ball etc) when some key gameplay features are missing (e.g jumping for high ball, injuries not carried through a season)?

Cheats along the lines of what you describe are in the region of two or three lines of code each (scaling of specific animation joints based on a preselected trigger) and do not require any additional content. They are therefore easy, and can be done in a matter of minutes by one person.

Gameplay features such as jumping for high balls and persistant injuries have wide reaching implications that may require artist as well as coder input, and are significantly harder to implement without putting other functionality or the stability of the game at risk.

No time in the development of Rugby League has been wasted.
